Renovation of a laboratory facility in Portland, Oregon. Completed plans call for the renovation of a four-story above grade, two-story below grade laboratory facility.

Portland State University is accepting electronic bids to upgrade the lighting in Rooms B182, 101, 113, 155, 161, 219, 247, and 257 in the Science Research and Testing Center (SRTC) on the PSU Campus. This includes replacing existing fluorescent and incandescent fixtures with LED fixtures and changing out the lighting controls system. All equipment, material, and devices must be new and sourced directly from the original manufacturer unless otherwise noted. The contractor must provide submittals for all equipment, materials, and devices for owner review, correction, and approval prior to beginning work. Work shall not commence until the owner approves the final implementation schedule. The contractor is responsible for reviewing the scope, intent, and existing field conditions prior to submitting a proposal or bid. An OSHA-compliant safety plan must be submitted for review and approval by the Owner’s Environmental Health and Safety department before any work begins. Prior to contract closeout, the contractor shall provide as-built drawings in both electronic and hard copy formats, indicating corrections and capturing the complete scope of work for final review and approval by the owner. A site logistics plan is required before any work is initiated, outlining requirements and steps to minimize user impact, and must account for all outages and coordination efforts. The contractor is responsible for providing necessary temporary lighting, power, ventilation, and construction safety barriers or notification signage as needed to maintain required lighting and indoor air quality. The contractor must remove and reinstall any ceiling elements, and replace any damaged items at no cost to the owner. The contractor is also responsible for covering and protecting desks, equipment, cabinets, and similar items in rooms as ceiling work occurs. Bidder instructions specify that all insurance certificates must meet the requirements of the PSU General Conditions. Bidders must include all insurance and bond costs in their bids. Retainage of 5% shall be withheld, no liquidated damages will be assessed, and BOLI Prevailing Wage Rates apply to the work. Contractors and subcontractors must comply with all applicable wage provisions and submit certified payroll statements to the owner. Only bidders with an employee who attends the mandatory pre-bid meeting shall be eligible to bid.
