Renovation of a parking garage in Madison, Wisconsin. Completed plans call for the renovation of a parking garage.

In general, the work consists of replacing existing parking deck drains and piping, sump and pump, parking drain sand interceptor, concrete repair, and resurfacing of the parking deck in two parking levels of the GEF 1 building. All potential bidders must be certified by the Department of Administration prior to submitting bids on state construction projects over $100,000. All bids received from non-certified contractors will be rejected. Certification applications and instructions can be obtained from the DOA website. The project uses a single prime bidding and contracting process. The Division of Facilities Development (DFD) will first publicly bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work. Within five days of the MEP bid opening, DFD will identify the lowest, qualified, responsible, and certified bidder in each applicable MEP division. These successful MEP bids must be included in all general prime contractor bids received. General prime contractor bids that do not include the successful MEP bids will be rejected. The state will enter into a single contract with the lowest, qualified, responsible, certified general prime contractor, who must then enter into subcontracts with the successful MEP bidders. Sealed bids may be submitted via: (1) PDF scanned file of all required bid documents submitted via the eBuilder Bidding Portal (preferred); (2) US Mail or third-party delivery to the specified address; or (3) hand delivery to the drop box at the specified address. The bidder is responsible for ensuring the sealed bid is delivered to the indicated location or submitted via the Bid Portal before the submission deadline. Third-party delivery is at the bidder's risk. A single lump sum bid for all work will be received as the Base Bid. A bid guarantee of 10% of the Bid must accompany each bid submitted. Contract offer and construction phase records will be processed electronically via eBuilder. Bidding documents (drawings, specifications, and addenda) are available only as electronic files (PDF) from the Division's Projects Bidding website. No deposit is required to obtain bidding documents.
