Approximately 15,000ft of fencing and gates between 5 locations around Greenville. Bidders are expected to examine all documents, furnish required information, and sign the bid. Bids for other than specified items will not be considered unless authorized. All explanations or requests for interpretation must be made in writing. Receipt of amendments or addendums must be acknowledged. Sealed bids must be returned in an opaque envelope marked with the bidder's name, address, Invitation Number, date, and time of opening. Samples, when required, must be identified and submitted at no expense to the City. Bids may be modified or withdrawn in writing before the due time. The City reserves the right to reject any or all bids and waive technicalities. Award will be made to the responsible bidder whose bid is most advantageous to the City, considering price and other factors including delivery, efficiency, quality, experience, and service. Any variation from the specified terms must be requested in writing prior to the submission deadline. The contract may be extended or cancelled with proper notice. Insurance certificates must be provided prior to final award. 2.1. Preparation of Bids Bidders are expected to examine the Invitation for Bids, Standard Terms and Conditions, Special Terms and Conditions (if any), the Specifications, drawings (if any) and the Instructions to Bidders. Failure to do so will be at the bidder's risk. Each bidder shall furnish the information required by the invitation. The bidder shall sign the bid. Bids signed by an agent are to be accompanied by evidence of the agent's authority unless such evidence has been previously furnished to the issuing office. Bids for supplies, services, or items other than those specified will not be considered, unless authorized by the Invitation for Bids. Time, if stated as a few days, will include Saturdays, Sundays, and holidays. Bids submitted on other than the forms contained in the Invitation for Bids or with different terms, conditions or provisions will not be considered as responsive bids. If a Bid Guaranty is required by the Invitation for Bids, no bid will be considered unless it is accompanied by a cashier's check drawn on a State or National Bank, or an acceptable bidder's bond executed by the bidder and a surety company authorized to do business in the State of Texas, in an amount not less than the amount stated in the Invitation for Bids. The bid guaranty shall be payable without condition to the City of Greenville, Texas. The cashier's check or bid bond accompanying the bid shall be returned to the bidder, unless in the case of the City's acceptance of the bid, the bidder shall fail to execute a contract by acceptance of the award pursuant to an ordinance passed by the City Council of the City of Greenville, Texas and as indicated in the award portion of the Invitation for bids, Bid and Award Form: or by acceptance of a purchase order for the items awarded: or, by execution of a contract on forms otherwise prescribed in the Invitation within ten days of the bids acceptance by the City in which case the bid guaranty shall be forfeited to the City of Greenville, Texas and shall be considered as payment for damages due to the delay and other inconvenience suffered by the City on account of the bidder's failure to consummate a contractual agreement.
