Site work and paving for a mixed-use development in Visalia, California. Completed plans call for site work for a sidewalk / parking lot; road / highway; and transportation facility.
The purpose is to receive proposals from qualified and experienced consultants for Engineering services for the Cross Valley Corridor Transit Prioritization project. The objectives include reviewing all current Cross Valley Corridor documents, providing a scope of work and schedule for construction, completing the Cross Valley Express corridor and Mooney BRT Service segment including the route to the City of Tulare, refining bus stop and transfer locations to meet fare collection and operational requirements, and coordinating with multiple city, county, and partner agencies (such as Caltrans, Tulare County, utility companies, and others). The consultant will be responsible for all technical and professional services necessary for project completion, including design that stays within grant funding, compliance with relevant codes and regulations, and preparation of plans, specifications, and estimates at multiple stages (30%, 60%, 90%, and 100%). Extensive coordination with stakeholders and knowledge of Caltrans processes are required. Consultants are encouraged to propose effective means, methods, and technologies, and should clearly identify required City staff participation in their proposals. Proposals will be evaluated based on qualifications, experience, approach, and ability to meet City's goals. The consultant may need to provide additional services as required and must comply with requirements for prevailing wages, permits, insurance, and deliverables, including submitting AutoCAD Civil3D files and hard copy plans. No more than 50% of the contract amount, excluding specialized services, may be subcontracted without written approval. All communications regarding the proposal must be directed to the City’s Purchasing Division, and questions must be submitted in writing. Proposers must disclose conflicts of interest, litigation involvement, and ensure adequate financial management systems. A draft professional services agreement is provided for reference.
