Furnishing of materials, labor, equipment, and skill required for the construction of street improvements on 4th St. E., 5th St. E., and 26th Ave. E., including estimated quantities and types of work such as mobilization, contract bond, removal of aggregate base and surfacing, removal of bituminous surfacing, milling pavement surface, common excavation, subgrade preparation, geosynthetic material installation, salvaged and aggregate base courses, asphalt pavement, valley gutter, river rock, adjustments to manholes, gate valve box, fire hydrant, and traffic control. Bids must be submitted based on cash payment for work and materials, with each bid accompanied by a separate envelope containing the contractor's license and bid security of five percent (5%) of the full amount of the bid in the form of a bidder's bond. All bidders must be licensed for the full amount of the bid as required by North Dakota law. Contracts will be awarded to the lowest responsible and responsive bidder for the aggregate sum of all bid items, with a single contract awarded for the work. Bids must be sealed and plainly marked, including the work covered, the bidder's name, a separate envelope for the bid bond and North Dakota Contractor's License or certificate of renewal, and acknowledgment of any addenda. Bids not fully complying with these provisions will be returned. The City reserves the right to reject any and all bids, waive informality, hold bids for up to thirty days, and accept the most favorable bid. Liquidated damages of $1,300 per calendar day apply for delay in completion beyond the specified period.
