Site work and paving for a road / highway in Billings, Montana. Completed plans call for site work for a road / highway.
**As of March 5th, 2026, this project has not yet been awarded. The project is expected to be awarded on March 10, 2026** The project consists of constructing a signalized intersection and roadway widenings at Central Avenue and 48th Street West. Roadway improvements will extend approximately 600 feet along the west and south legs, approximately 560 feet along the east leg, and approximately 660 feet along the north leg from the center of the intersection. Additional work includes culvert replacement, approach construction, utility coordination, general milling and filling, and associated widening work. Each bidder must have a current Montana Public Contractor's Registration number when submitting their bid, and all subcontractors must obtain a registration number prior to beginning work. A Special Fuel User Permit from the Montana Department of Transportation is required for all contractors and subcontractors. Bid bonds in the amount of 10% of the total bid are required, and the successful bidder must provide performance and labor/materials bonds for 100% of the contract amount within ten days of contract execution. Proof of commercial liability insurance and workers compensation coverage is also required prior to beginning the project. Contractors must pay prevailing wages according to state law, maintain payroll records for at least three years, and comply with all applicable federal, state, and local laws and regulations. Preference is to be given to the employment of Montana residents. A 5% retainage fee will be withheld from all progress payments and released upon project completion and acceptance. The contractor must also pay the State of Montana 1% of the gross receipts from the public contract, which will be withheld and forwarded by the County. The Board of County Commissioners may award the project to the lowest and/or best responsible bidder and reserves the right to reject any or all bids, waive informalities, and accept the bid that best serves the interests of the County.
