Remodeling of a mixed-use development in Woodsboro, Maryland. Completed plans call for the remodel of a one-story above grade, 28-unit multi-residential development.
The Frederick County Division of Housing is seeking a contractor to convert bathtubs to showers for twenty-five units at the Bell Court Senior Apartments located at 690 West Adams Circle, Woodsboro, Maryland. The community consists of twenty-eight single-story townhome-style units and was built in 1996. Community Development Block Grant funds have been provided to support these improvements to the Bell Court community. Question Deadline 03/06/2026 at 4:00 PM ET via the OpenGov Procurement Portal . The County requires the work to be completed no later than August 31, 2026. Project Overview: a. Project description: Convert twenty-five (25) existing bathtubs and surrounding area into a new shower space. b. Location: Twenty-five (25) units located at Bell Court Senior Apartments, 690 West Adams Circle, Woodsboro, Maryland 21798 with the exception of units 635, 645, and 685 which will not be converted. c. Permits: Note that the Contractor is responsible for obtaining all necessary local permits before beginning work. d. Inspections: Contractor is responsible for coordinating all required inspections throughout the entirety of the project. 2. Demolition and Preparation: a. Protect the work area: Cover and protect floors and furniture in adjacent areas from debris and damage. b. Utility shut off: Turn off the water supply to the entire bathroom and drain the lines. c. Remove fixtures: Disconnect and remove all old fixtures, including the showerhead, faucet, handles, tub spout, and drain. d. Remove bathtub: Carefully remove the old bathtub and haul it away for disposal. e. Demo walls: Remove the tub surrounding and tear out drywall or tile down to the studs in the entire shower area. f. Subfloor inspection: Inspect the subfloor and wall framing for any water damage or rot. Any necessary repairs will be a change order. 3. Plumbing Modifications: a. Drain line: Inspect the existing drain line and verify that the size is code compliant. b. Drain location: Adjust the plumbing and p-trap as needed to align with the new shower pan. c. Water supply: Reroute hot and cold-water lines (install in kind replacement: CPVC) and install a new thermostatic or pressure-balancing shower valve. Ensure access to those lines through the kitchen pantry. d. New fixtures: Install new plumbing rough-ins for the showerhead, and handheld sprayer. Place shower controls in an accessible location, such as near the shower entry (see units 635, 645, 685). e. Any necessary repairs will be a change order. 4. Framing and Waterproofing: a. New framing: Install new blocking and framing in the wall to support the shower valve, grab bars, and any niche shelving. Adding an additional grab bar to the entry way of the shower, in a vertical position, for easier access on and off the bench. b. Shower pan: Install a new prefabricated shower pan with threshold (see units 635, 645, 685). c. Waterproofing: Apply a continuous vapor barrier or waterproof membrane to the walls and floor. This is a critical step to prevent water damage. Installation of vapor barrier or waterproofing membrane must be installed in accordance with manufacturer specifications. d. Backer board: Install cement backer board or another moisture-resistant product over the framing and membrane in accordance with manufacturer installation instructions. e. Any necessary repairs will be a change order. 5. Finishes and Fixtures: a. Wall surface: Install the selected wall finish, 4" x 4" tile. b. Tile details: Install mesh tape, thin-set mortar, and grout. Install trim pieces (bullnose tiles) around exposed edges. Grout must be sealed after installation. c. Caulk and seal: Apply silicone caulk to all seams and corners where the shower pan meets the walls and where the wall panels meet each other. This seals against moisture penetration. d. Final fixtures: Install the finished trim for the shower valve, new showerhead, and other accessories to include grab bars in all showers, seats, and curtain rod. e. Painting and Drywall: Repair where necessary. 6. Final Steps: a. Cleanup: Remove all construction debris and clean the work area thoroughly. b. Walkthrough: Conduct a final walk-through with the homeowner to ensure all work is completed to satisfaction.
