The scope of work includes construction of approximately 3,665 lineal feet of 8-inch diameter PVC water main, 193 lineal feet of 8-inch diameter restrained joint PVC installed by boring operation, 135 lineal feet of 16-inch diameter bore and steel encasement with 85 lineal feet of 8-inch diameter restrained joint PVC carrier pipe, 960 lineal feet of 2-inch diameter PVC water main, associated fire hydrants, valves, fittings, complete service connection replacement (water meter, meter setter, meter pit with frame and lid, service line, etc.), and other incidental items and work described in the project manual or reasonably inferable therefrom. Bid packages will be available after 1:00 pm on February 13th, 2026, from the office of Cochran upon payment of a non-refundable fee for hard copies or by complimentary digital copy request. A bid security in the amount of five percent (5%) of the bid amount must accompany each bid. The successful bidder must submit a sworn affidavit and documentation affirming enrollment and participation in the federal work authorization program and that no unauthorized aliens are employed. Upon contract signing, a ten-hour OSHA construction safety program must be provided for on-site employees. Disadvantaged business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin. The contract will be awarded to the most responsive, responsible bidder submitting the lowest bid; the owner reserves the right to reject any and all bids and to waive any irregularities in the best interest of the owner.
