Site work and paving for a road / highway in Ackley, Iowa. Completed plans call for site work for a road / highway.
This project includes installation of approximately 39,360 SY HMA paving, removals, granular subbase, geogrid, curb and gutter replacement, valve box and manhole adjustments, and other related work necessary to complete this project. This work is shown in detail on the construction plans and specifications on file with the City Clerk. All bids must be filed on or before the specified deadline. All bids shall be made on forms furnished by the City and must be enclosed in a separate sealed envelope and plainly identified. Each proposal shall be accompanied by a bid bond, cashier's or certified check, or a credit union certified share draft, in a separate sealed envelope, in an amount equal to ten percent (10%) of the total amount of the proposal. The check or share draft shall be made payable to the City Clerk, City of Ackley, Iowa, as a security that if awarded a contract, the Bidder will enter into a contract at the prices bid and furnish the required performance and payment bond and certificate of insurance. The check or share draft may be cashed, or the bid bond redeemed, if the Contractor fails to enter into a contract, or fails to provide a certificate of insurance within ten (10) days after the acceptance of his proposal by resolution of Council. No bidder may withdraw a bid within sixty (60) days after the date set for opening bids. The City reserves the right to reject any and all bids, to waive informalities and technicalities. The Council reserves the right to defer acceptance of any proposal for a period not to exceed sixty (60) calendar days after the date bids are to be received. If awarded, one contract will be awarded to the lowest responsible, responsive bidder for any combination of base bid or alternate bid divisions along with any add alternates thereto based on the amount of work and type of materials selected by the City. Liquidated damages in the amount of $500.00 per calendar day will be assessed for each day that work remains uncompleted after the deadlines set. The contractor shall begin work within ten days of the Owner's Notice to Proceed, and work shall proceed continuously until completed. Work must be completed for Divisions 1, 2, 3, and 4 by November 1, 2026 and Division 5 by August 1, 2026. The successful bidder shall furnish a Performance Bond in an amount equal to one hundred percent (100%) of the contract price, to be issued by a responsible surety and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment for all materials and labor and protect and save harmless the City from claims and damages of any kind caused by the operation of the Contractor. In addition, the bond shall guarantee against defects in materials or workmanship for a period of two years after completion and acceptance by the City. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa and to Iowa domestic labor to the extent lawfully required under Iowa statutes.
