The project consists of water main replacement on Cedar Street from W. 6th Street to Division Street and on W. Iowa Street from Cedar Street to Oak Street. Work includes removal of existing pavement for water main replacement, subgrade preparation, and placement of subbase to existing roadway grade, PCC curb and gutter replacement, driveway and sidewalk patching, removal and placement of water mains and services, removal and placement of water valves, and removal and placement of fire hydrant assemblies. Additional work includes project phasing, grading, turf restoration, and other miscellaneous work required to complete the project. Proposals must be submitted on official forms furnished by the Engineer and enclosed in a separate sealed envelope. Each proposal must be accompanied by a cashier's check, certified check, certified share draft, or a bidder's bond with corporate surety in an amount equal to ten percent (10%) of the total proposal amount. The successful bidder will be required to furnish a corporate surety bond for one hundred percent (100%) of the contract price, ensuring performance and maintenance of improvements for not less than two years. The City may defer acceptance of any proposal for up to sixty days, and reserves the right to reject any or all bids and waive informalities. Payment will be made from legally available funds, and the Contractor will be paid ninety-seven percent (97%) of the Engineer's estimate for work completed monthly. The City is exempt from Sales and Use Tax and will provide a tax exemption certificate. Work must commence within ten days of notice to proceed and be substantially completed by the date specified, with final completion by the stated deadline. Liquidated damages may apply for late completion. Bidders must submit a completed Bidder Status Form and not be listed in the GSA "List of Parties Excluded from Federal Procurement and Non-procurement Programs." Copies of plans and specifications are available for examination or purchase as described.
