Site work and new construction of a water / sewer project in Apple River, Illinois. Completed plans call for the construction of a water / sewer project.
The project consists of constructing a new municipal well and prefabricated well house in the Village of Apple River, Illinois. Bids must be checked in prior to the specified bid time. Any bid delivered after the opening time and date will be refused. All bids must be tabbed with a DBE Advertisement. The procurement is subject to regulations from the Illinois Environmental Protection Agency, the Davis-Bacon Act, Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, and the Build America, Buy America Act. The policy regarding the increased use of disadvantaged business enterprises requires all bidders to undertake specified affirmative efforts at least sixteen days prior to bid opening, with documentation. Bidders must comply with the President's Executive Order No. 11246, as amended, and equal employment and affirmative action requirements. Not less than the minimum salaries and wages set forth in the contract documents must be paid. Bidders may obtain bidding documents online or in-person upon payment, and are responsible for using only the official provided documents. A mandatory pre-bid conference will be held. Bid security must be furnished. Bids may be held by the owner for up to 180 days for review and approval. The owner reserves the right to reject any or all bids or waive informalities in bidding. The project requires full compliance with all ordinances, statutes, and regulations regarding equal opportunity and non-discrimination in contract award. QA date - 3-30-2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding.
