Project Description: CMAR Services for construction phases at the Spears Creek Complex Question Deadline 02/24/2026 at 12:00 PM ET Qestion submitted Electronically Scope of Services The CMAR shall provide professional services during both the Preconstruction Phase and the Construction Phase, including assuming the risk for construction cost and schedule within the established GMP. A. Preconstruction Services • Collaborate with the Owner and design team throughout design development • Provide cost estimating and value engineering at all design milestones • Conduct constructability, schedule, and phasing reviews • Develop and update project schedules • Provide life-cycle cost analysis and material recommendations • Assist with permitting and regulatory coordination • Develop bid packaging strategies • Prepare and submit a Guaranteed Maximum Price (GMP) B. Construction Phase ServicesServe as the general contractor under a GMP contract • Procure and manage subcontractors and suppliers through competitive bidding • Manage construction means, methods, safety, and site logistics • Maintain project schedule and budget • Coordinate inspections, testing, and quality control • Manage change orders and cost controls • Provide regular progress reporting • Ensure compliance with all applicable codes, laws, and OSF regulations • Achieve project closeout, commissioning, and warranty administration
