Sealed bids will be received for improvement work on ELIZABETH DRIVE between Sunnydale Avenue and Terry Lane, and 14TH STREET between 12TH Avenue and 9TH Avenue under CCCDBG Grant No. 2506-012. This project consists of milling and resurfacing two (2) roadways within the Village of Broadview. Work scheduled to be performed on this Project shall include milling and resurfacing existing asphalt streets, curb removal, and sidewalk removal for areas identified on the Plan or as directed by the Engineer. Work shall also include installation of new sidewalk, curb, and improvement of existing drainage structures, construction of detectable warning panels consistent with requirements established by the most recent ADA (American With Disabilities Act) Guidelines, landscape restoration and other related work necessary to complete improvements in accordance with these Specifications. Bidders may be refused plans, specifications, and proposals if deemed unqualified. No bid may be withdrawn for sixty (60) days after bid closing without consent. The successful bidder must file a performance bond equal to one hundred percent (100%) of the bid and furnish sufficient insurance or indemnity to the Village of Broadview, County of Cook, and the Engineer against claims from damages due to negligence during construction until final acceptance. The project is subject to applicable federal requirements, including wage rates per the Davis-Bacon Act, overtime per the Contract Work Hours and Safety Standards Act, Copeland Anti-Kickback Act compliance, Equal Employment Opportunity, registration in SAM.gov with an active UEI number, and compliance with Section 3 affirmative action requirements to hire or train lower income project area residents and subcontract with local, small businesses.
