Site work for a civil project in Windsor, Virginia. Conceptual plans call for site work for a water / sewer project; and water / sewer project.

This project involves repair of multiple vacuum sewer collection "Pots" and installation of maintenance isolation valves within the system. The contractor is required to purchase and install new complete vacuum pots, including all necessary components, actuators, valves, instrumentation, and other appurtenances for full functionality with existing system components. The contractor is responsible for disposal of deteriorated components and providing necessary clean backfill as needed. All wiring and signal components must integrate seamlessly with the existing AIRVAC system. The contractor must also provide vacuum truck services to ensure continued system operation and restart of the replaced components and the related system leg. Question Deadline 03/12/2026 at 10:00 AM ET Questions concerning this project must be submitted through the Procurement Portal Online. For installation of system isolation valves, the contractor will purchase and install system-compatible, size-appropriate isolation valves as shown on project drawings and documents. Materials for the valves must be consistent with the existing system. If an existing valve is found where a new one is to be installed, the contractor must notify Isle of Wight staff for a determination on whether to reuse or replace the valve. Disposal of replaced valves is the contractor's responsibility. The contractor must also supply and install protective valve boxes over new valves for future access, included in the contract cost. All work must comply with the 2018 edition of the Virginia Statewide Building Code. The contractor must obtain all required permits; local permit fees will be waived by the county. Bidders are required to familiarize themselves with the site conditions prior to submission. Bids must be submitted through the Procurement Portal. Late, incomplete, or improperly submitted bids will not be accepted. All work must be substantially complete within 180 days of notice to proceed, with final completion required within 60 days thereafter. The bid form requires pricing on items including mobilization, erosion and sediment control, pit and actuator installation, aggregate base, asphalt surface repair, undercut and disposal, select backfill, pipe bedding, site safety, and traffic compliance. Prices must include all labor, materials, equipment, tools, and incidentals required to complete the specified work.
