The successful respondent shall provide Job Order Contract (JOC) Roofing Services in accordance with contract requirements and the Model Contract, including Attachments. The contract is a Best Value Job Contract, consisting of a competitively bid, firm fixed-priced indefinite quantity contract used for the accomplishment of repair or other repetitive work, excluding new construction, to be done according to unit prices. Work is ordered through the issuance of Job Orders and does not include design or contract drawing services. Contractors are required to submit bid adjustment factors for work performed during normal working hours and for work performed other than normal working hours, which will be applied to preset unit prices in the online Construction Task Catalog. A contract will be awarded to proposers whose combination of prequalification and price factors represents the best value to the County. Instructions to bidders include: Mandatory attendance at the pre-submittal meeting and site visit; completion of all required response questions and exhibits; submission of information for six public projects within the last ten years, including at least three for public agencies excluding Orange County; possession of a valid Class C-39 License and Department of Industrial Relations registration at the time of submittal; and provision of a 10% bid security. Responses are to be uploaded electronically and must adhere to specified organizational and formatting requirements, including a maximum page limit for certain sections. The County may waive non-material defects, negotiate terms, verify submitted information, and reject conditional or incomplete responses. Contractors must comply with safety requirements and provide required safety documentation. Additional requirements and instructions are provided in the solicitation documents and referenced attachments. All questions or requests for interpretations must be received within this solicitation The DPA will provide all official communication concerning this solicitation. Question Deadline 02/26/2026 at 2:00 PM PT Event pre-bid note: Meeting ID: 213 498 930 070 62 Passcode: pz7ke7qh. At this meeting, County staff will discuss the scope of work, general contract issues and respond to questions from the attendees. The Pre-Submittal Meeting and Site Visit will be conducted one time only. Attendance and sign-in at the pre-submittal meeting is required. Contractor must stay until the meeting has ended. Failure of any Respondent to attend this Mandatory Pre-Submittal Meeting and Site Visit shall constitute a substantial variation from the requirements of the Contract Documents and the response of any Respondent not in attendance will be rejected as nonresponsive.
