Renovation of a transportation facility in Hebron, Kentucky. Completed plans call for the renovation of a transportation facility.
The Kenton County Airport Board ("KCAB") will receive proposals for L3 Harris P25 Radio System Core Replacement. KCAB reserves the right to waive any informality or irregularity in any proposal or bid guaranty, to reject any or all proposals, to award or refrain from awarding a contract for the work, and to negotiate with the apparent qualified responsible proposer to such extent as may be beneficial to KCAB. Question Deadline 02/26/2026 at 11:59 PM ET KCAB is not bound by, and bidders may not request or rely on any oral interpretation or clarification of this RFP. Therefore any questions regarding this ITB are encouraged and must be submitted electronically. Questions are due and answers will be posted no later than Monday, March 2, 2026 at 11:59 pm. Anticipated Board Approval:March 23, 2026 Contractor Selection Date:April 1, 2026 2.7.1. Scope of Services The successful bidder ("Contractor") must provide all hardware and software required to complete the core replacement of KCAB's L3 Harris P25 Radio System. The components shown in Section 3 Pricing Proposal are believed to be the necessary components as of the Fall of 2025. The hardware and software provided for the core replacement must be the latest version and standard available at the time of installation. KCAB understands and expects that configurations and pricing for these components will continue to be dynamic and market driven updates will be made as necessary to ensure KCAB's L3 Harris P25 Radio System remains current with the latest technology standards. Contractor must work with KCAB to determine a project schedule, acquire appropriate hardware and successfully transition to the new core. 2.7.2. Hardware and Software Upgrades Contractor must provide all necessary hardware and software required to complete the system upgrade, including but not limited to: o Replacement or upgrade of core components as required by the manufacturer o Installation of current, manufacturer-supported firmware and software releases o Licensing required for full system functionality o Configuration of all upgraded components in accordance with L3 Harris best practices 2.7.3. Integration and Configuration Contractor is responsible for full integration of all upgraded hardware and software into KCAB's existing P25 L3 Harris Radio System. Integration activities include, but are not limited to: o System configuration to ensure interoperability with existing system elements o Coordination of upgrade activities to minimize system downtime and service interruptions o Verification that all upgraded components operate as a unified system 2.7.4. Testing and Acceptance Contractor must perform comprehensive testing to validate proper operation of the upgraded system. Testing includes but is not limited to: o Functional and operational testing of all upgraded components o Verification of system performance and stability o Correction of any deficiencies identified during testing Final system acceptance is contingent upon successful completion of all testing and KCAB approval. Contractor must provide KCAB a minimum of 7 days advance notice to schedule formal acceptance testing. Contractor must conduct tests in the presence of KCAB staff. 2.7.5. Documentation and Deliverables Contractor must provide KCAB with complete documentation, including: o Updated system configuration and network diagrams o Software and firmware version information o Licensing documentation o Test results and acceptance documentation o Manufacturer warranty information for all components
