Orange County Sanitation District (OC San) seeks on-call traffic control and barricade services to support a range of Collection’s system maintenance, repair, and construction activities throughout its service area. The work includes providing vehicular and pedestrian traffic lane closures, and development of standard and engineered traffic control plans. The contractor must follow the California Manual on Uniform Traffic Control Devices (California MUTCD), California Joint Utility Traffic Control Manual (CJUTCM), and any other applicable standards required by local authorities. The contractor is required to employ American Traffic Safety Services Association (ATSSA) Certified Traffic Control Technicians and Flaggers, furnish all necessary labor, materials, equipment, and services for traffic control, and provide permit-required traffic control drawings. Services will be provided on an as-needed basis at the direction of the OC San Project Manager, including standard response within two days and emergency response within two hours of notification. Work hours are 7:00 a.m. to 4:30 p.m., Monday through Friday, excluding holidays. All traffic control setups are subject to inspection and must comply with permit and agency requirements. Bidders must submit all required forms electronically with their bids, provide contractor licenses and certifications, insurance documentation, safety program details, and comply with all city, county, and state regulations and requirements for public works and safety programs. Invoices must be itemized and include supporting documentation for permit fees and deposits.
