The project is expected to be awarded on April 14, 2026.** The 2026 Landfill Construction Contract provides for the planned 2026 and 2027 construction projects at the Crow Wing County Landfill, Brainerd, Minnesota. Phase 1, 2026 construction consists of: partial closure of MSW Landfill Cells 3/4, construction of a rain cover on MSW Landfill Cells 3/4, relining of Leachate Pretreatment Ponds 1 and 2, and the installation of multiple vaults and associated piping throughout the Leachate Treatment area. Closure of Cells 3/4 generally consists of final intermediate grading (including waste regrading), buffer material placement, geomembrane liner placement, geocomposite drainage layer placement, rooting zone placement, topsoil placement and seeding, and finish site work. Rain cover construction of Cells 3/4 generally consists of final intermediate grading (including waste regrading), buffer material placement, and geomembrane liner placement. Liner replacement of Leachate Pretreatment Ponds 1 and 2 generally consists of rerouting raw leachate, removal of existing pipe penetrations and repair of existing liner, and relining the ponds with new geocomposite and geomembrane liner. Phase 2, 2027 construction consists of: construction of Municipal Solid Waste (MSW) Landfill Cell 6 and relining of Leachate Pretreatment Pond 3. Construction of Cell 6 generally consists of excavation and final grading, subgrade preparation, low permeability liner placement, geomembrane liner placement, granular drainage layer placement, straw layer placement, leachate collection system installation, gas lateral installation, electrical work, fencing, and finish site work. Liner replacement of Leachate Pretreatment Pond 3 (if alternative bid awarded) generally consists of removal of existing primary geomembrane liner, repair of existing geocomposite, and relining the ponds with new geomembrane liner. In addition, miscellaneous site improvements are included as identified in the Contract Documents. Dates for Substantial Completion for the different milestones are provided in the Agreement.
