Inspection, cleaning, and tank lining services are required for two 25,000-gallon domestic cold-water storage tanks located on the 14th floor of the Stratton VA Medical Center. The tanks were installed in 1951, last cleaned and inspected in 2024, and provide potable water to floors 5 through 14 as well as redundancy for the facility's fire protection system. Work includes a complete file review of available design documents, OEM drawings, repair records, and prior inspection reports. The contractor will perform external visual inspections of the shell, welds, heads, nozzles, appurtenances, relief protection, foundation, and coatings using qualified engineering personnel. Ultrasonic thickness testing of the external shell must be performed by personnel meeting ASNT SNT-TC-1A requirements. Internal visual inspections, liner thickness measurements, and spark (holiday) testing of the glass liner must comply with ANSI/AWWA D103-09, ASTM D1562-01, and STI SP001. Tanks must be cleaned thoroughly and left free of debris before being returned to service. An evaluation report is required, including an executive summary, UTT data and TML mapping, shell thickness graphs, calculated minimum thicknesses, wastage rates and remaining life expectancies when prior data exists, repair recommendations with criticality ranking, inspection photos, and future inspection interval recommendations. Tank-lining work requires the same document review and external inspection tasks, followed by interior blasting to SP-10 (near-white metal) and application of 25-35 mils of ACOR S-16 two-part epoxy or another NSF/ANSI 61 or 600 potable-water-approved coating. All lining materials must be impermeable, corrosion-resistant, chemically resistant, and suitable for steel or concrete substrates. All confined-space entry requirements must be followed, including confined-space permits, rescue provisions, continuous air monitoring, and OSHA compliance. The contractor must provide all parts, labor, and trained personnel necessary to complete the work. A full report of all testing and inspection activities must be submitted to the COR within ten days of completion. VA personnel will perform tank draining, pump de-energization, valve closure, and full lockout/tagout of all equipment. A joint inspection with the COR/POC is required before contractor personnel leave the facility, and no invoicing will be processed until inspection is completed. Any work not included in the stated scope requires written modification from the contracting officer, and unauthorized work will not be compensated. **Location:** Albany-Stratton VA Medical Center, 113 Holland Ave, Building 1, 14th Floor, Albany, NY 12208.
