The project consists of all labor and equipment for the construction of a production well, including capacity and water quality testing and the preparation of a Source Water Assessment Report. Bidders must be properly licensed contractors in accordance with Title 34, Chapter 8, Article 1, Code of Alabama of 1975, as amended, and must hold the relevant contractor classification as listed in the latest edition of the Roster of the State Licensing Board for General Contractors, Montgomery, Alabama. Nonresident contractors must also submit evidence of proper registration as a foreign corporation with the Alabama Secretary of State and a Certificate of Good Standing from the Alabama Department of Revenue. Preference is given to resident contractors in Alabama, with nonresident bidders subject to reciprocity based on their home state's preferences. Compliance with Build America, Buy America (BABA), American Iron and Steel, and Disadvantaged Business Enterprises solicitation requirements will be required if the project is funded by the Alabama Department of Environmental Management Drinking Water State Revolving Fund Loan Program.
