This requirement is for cleaning and polishing underground fuel storage tanks at the Harry S. Truman Memorial Veterans Hospital to remove sludge, debris, and residues for efficient operation and regulatory compliance. The work includes providing all parts, labor, travel, and services necessary to support cleaning and polishing of three tanks with capacities of 5,000 gallons, 5,000 gallons, and 15,000 gallons. The contract supports maintaining reliable generator fuel systems by removing water, sludge, and microbes to ensure backup power reliability, extend equipment life, reduce maintenance costs, and meet healthcare regulations for emergency readiness. Work requires site visits, documentation review, safety briefings, acquiring necessary permits, isolating and emptying tanks, ventilating confined spaces, and performing cleaning using manual cleaning, high-pressure water jetting, or chemical cleaning. The Contractor must use appropriate equipment such as vacuum trucks and high-pressure jets. Waste removal, containment, and disposal must comply with local, state, and federal regulations, with disposal manifests provided. After cleaning, the Contractor must conduct inspections, sampling, and laboratory analysis to verify conditions. All repairs require cost estimates and comparison pricing. Parts are to be supplied by the Contractor, and equipment is not to be considered obsolete until out of production for seven years or unavailable in similar form. Reporting includes interim progress reports and a final comprehensive report covering cleaning operations, inspections, waste disposal documentation, and maintenance recommendations. Work must be conducted Monday through Friday between 7:30 a.m. and 4:30 p.m., excluding federal holidays. Contractor personnel must follow identification, check-in, safety, and parking requirements. Personnel must be trained and certified in OSHA HAZWOPER, Confined Space Entry, and API standards, and must use appropriate PPE. The Contractor is responsible for safety, emergency procedures, spill response, and compliance with OSHA, RCRA, and Clean Water Act requirements. The Period of Performance is 365 days from Notice to Proceed. Subcontracting requires written permission. The Government may accept or reject personnel, and the Contractor is responsible for performance and any damages caused during work. Location: Harry S.
