The work consists of testing, maintenance, exercising, and cleaning the six 4160/480-volt unit substations in the Capitol Building. Each unit substation consists of a 5kV fused switch, ambient air/forced air dry type transformer, and 480/277V Square D switchboard. There is one unit substation in each of the four wings of the Capitol, with one wing also housing the Emergency and Mechanical unit substations. Each wing will require a complete electrical outage before the work can start. Each electrical outage will involve two unit substations due to the 5kV feeder configuration, requiring multiple crews to work on both unit substations at the same time. The work for this project shall be concurrent with and occur during the same outages as another related project. Electrical outages shall be a 12-hour window scheduled from Saturday afternoon to Sunday morning, outside peak heating/cooling season and downtown scheduled events. Power must be restored to all loads before the end of the outage window, and contractors must coordinate with local electrical supply houses for emergency availability of parts. Instructions to bidders include the following: All potential bidders must be certified by the Department of Administration prior to submitting bids on state construction projects with budgets over $100,000. Bids from non-certified contractors will be rejected. Sealed bids must be delivered via the eBuilder Bidding Portal (preferred), by mail/delivery, or hand delivery to the specified location, before the specified submission time. Construction bidding documents are available as downloadable PDFs. Contract and construction phase records will be processed electronically via eBuilder. State prevailing wage requirements do not apply. Additional bidder information may be available online. A non-mandatory pre-bid tour is scheduled, and attendance is encouraged for contractors.
