Sealed bids are invited for furnishing all labor, materials, equipment, and services for the construction of improvements designated as the 2026 Sanitary Sewer Manhole Adjustment Project (CIP 13702) for the Napa Sanitation District. The project must be completed within 166 calendar days from the Notice to Proceed. All work must be done at the locations, in the forms, sizes, dimensions, materials, lines, grades, and elevations shown on the approved plans and specifications. A mandatory site visit is required prior to bidding, which may be conducted at the contractor's convenience prior to preparing the bid. Bidders must be registered with the Department of Industrial Relations, comply with state labor laws, employ the appropriate number of apprentices, provide workers' compensation, keep and maintain required records, and submit electronic certified payroll records. Prevailing wage laws and requirements apply. Bids must conform and be responsive to the invitation, the Plans and Specifications, and all contract documents. Each bid must be submitted under sealed cover, accompanied by a certified check or bidder's bond for at least 10% of the bid amount as a guarantee. Within ten days of notification of award, the successful bidder must submit a payment bond and performance bond, each for at least 100% of the contract amount, and a maintenance bond for at least 10% of the contract amount. Bidders shall submit bids at their own expense. The Owner reserves the right to reject any or all bids and waive any informality. No bid may be withdrawn for 90 calendar days after opening, and the total bid price must be guaranteed for this period. The minimum contractor license required is Class A, Class C-34, or Class-42. All bidders must purchase a complete set of contract documents to receive addenda and be considered responsive.
