The County will select one or more qualified airport consulting firm(s) to provide on-call professional services for a period of five years. Services are needed for architectural/engineering, environmental/planning, and construction management/inspection at the Napa County Airport. Projects may include a wide variety of airside/landside design, drainage and lighting, planning and environmental services, and construction-related services. Consultants may be tasked with technical assistance on private airfield development and off-airfield projects impacting airspace or airport operations. Work is assigned through individual Task Orders, with each one specifying the task or project, funding source, and schedule. Only authorized Task Orders may be performed; award of an agreement does not guarantee any work. Services include: - Architectural and engineering design for airfield civil, hydrology, electrical, and utility projects, including aircraft parking aprons, taxiways, runways, airfield marking, signage and lighting, hangar rehabilitation, airfield drainage, project coordination, preparation of contract plans/specifications, procurement support, ACIP development, and miscellaneous support. - Environmental and planning services related to airfield projects, ACIP development, project coordination, FAA grant coordination and reporting, environmental studies (CEQA, NEPA), public/regulatory representation, pavement maintenance management, planning studies, and other related support. - Construction management and inspection including management of various trades, compliance with SWPPP and wage requirements, daily inspection reports, pay recommendations, state/federal form preparation, site monitoring, meeting facilitation, reporting, submittal management, compliance enforcement, dispute resolution, as-built documentation, ADA compliance, walk-throughs, punch lists, completion forms, and constructability reviews.
