**As of April 28th, 2026, the project was awarded to Integrated Project Solutions, with an awarded amount of $51,384.62** The City of DeSoto, hereafter referred to as "the City," is inviting talented and innovative artists to create an inspiring and engaging public work of art that will enhance the beauty and character of the McCowan Aquatics & Recreation Center (ARC). The selected responder ("Responder") will be invited to enter into an agreement with the City, in a form to be provided by the City ("Agreement"), to provide the Services in accordance with the Scope of Work of this RFQ. Written questions regarding this RFQ must be received by the Purchasing Office. Questions may then be responded to by written amendment to this document. The following General Scope of Work is envisioned for the project and should be considered when responding to the RFQ. Nothing in this description shall be construed to limit the potential scope of work to this description or to require that this description be included in the final scope of work for the project. Nothing in the following General Scope of Work should be construed as limiting the types of work that a potential Responder may address in a response to this Request for Qualifications. Responders should address all services that, based on their experience, are deemed necessary to achieve the City's goals. Proposals should consider the varied backgrounds, ages, and experiences of the DeSoto community and reflect the inclusive character of the city. PROJECT DETAILS o Theme: So Much to Love o Medium: Wall-mounted or wall-affixed artwork o Location: Interior wall ("the spine") at the ARC at McCowan Park o Budget: $30,000.00 (The project budget is inclusive of all project costs, including artists' fees and expenses, taxes, travel, shipping and crating, insurance, design, fabrication installation/execution and transporting of any materials and supplies related to creating the artwork for the project site.) The City of DeSoto's theme "So Much To Love" serves as the guiding framework for this project. For the ARC at McCowan Park, the theme should be interpreted through health, movement, connection, and shared civic space. The artwork should anticipate daily use of the facility and reflect the broad community it is designed to serve. Artists are encouraged to consider the spine as a visual thread that supports rhythm, motion, and continuity throughout the building. The selected artist or artist team shall design, fabricate, and install a permanent public art installation within the Community Gallery along the interior spine wall at the ARC at McCowan Park. The spine is a primary interior circulation element and is experienced primarily while visitors are moving through the space. The wall surface is divided into vertical bays by structural columns. The project is anticipated to consist of multiple related artworks conceived as a cohesive visual system. The Community Gallery measures approximately 20 feet wide by 12 feet high. Architectural drawings and dimensions are provided for reference, see Attachment A. Final measurements will be confirmed during design development. All artwork must be permanently affixed to the wall and suitable for a high-use indoor recreation facility.
