Renovation of a multi-residential development in Melbourne, Florida. Completed plans call for the renovation of a 70-unit multi-residential development.

Sealed bids will be received by the Housing Authority of Brevard County to convert 70 apartments from gas utilities and appliances to electricity only. This work will take place at various public housing properties in Brevard County. The bid package can be accessed at www.habc.us under the Procurement Tab or picked up at 1686 Marywood Rd., Melbourne, FL 32934. Bids should be mailed or delivered in a conspicuously marked envelope, "IFB# BC2026-0001 HABC Utility Conversion Project" to the HABC CFP office at 1686 Marywood Rd., Melbourne, FL 32934. Bids received after the specified date and time will be unopened and not considered. Question Deadline 02/26/2026 at 5:00 PM ET Technical questions may be addressed, prior to Bidderquestions@habc.us The Housing Authority of Brevard County is seeking a qualified contractor to convert gas utilities and appliances to electricity in (70) apartments. Milestone and Deliverables a. Work must be performed every day once the notice to proceed date has been established. b. Expectation is to have a minimum of (1 ) apartment completed every day. c. Under no circumstance can a tenant go for (1 ) day without hot water or without a range. d. All completed work will be checked by the housing authority before advancing onto the next apartment. e. The entire project must be completed no more than (105) days from the notice to proceed date. 3) Scope and Technical Details. a. (70) Apartments will need the gas range replaced with an electric range. b. Within these (70) apartments, (40) gas water heaters will also need to be replaced with electric water heaters. c. A detailed map and apartment addresses are included within this bid package detailing exactly where each apartment needs a range and water heater replaced. d. All ranges, range cords, range outlets, electric boxes, anti-tip brackets, water heaters, conduit, 2x4's, temperature pressure relief valves, water heater pans, shut off valves, wire, paint, and pull breaker disconnects will be provided by the housing authority. e. All other parts and materials needed for this project are the sole responsibility of the contractor. All plumbing for the water heater supply lines and TPR valve discharge pipe must be CPVC. g. All ranges and water heaters will be removed from each apartment by the contractor. Housing authority staff will then pick up each appliance from outside of each apartment. h. All apartments are occupied with tenants. Therefore, each apartment must have a working stove and hot water by the end of the same day that work was started in that apartment. i. All work areas within each apartment must be enclosed with plastic barriers to prevent dust and debris from spreading anywhere inside the apartment. j. All tools, materials, dust, and debris shall be removed from the apartment at the end of each workday. k. Gas shall be shut off then the pipe cut outside ensuring no gas is entering the apartment prior to beginning any work. l. All exposed gas pipes inside of the apartment are to be removed and then all penetrating holes into all block walls are to be patched, primed, and painted. m. 6/3 wire for the range is to be installed running from the electrical panel through the attic and then dropped to the location of the range. n. The 6/3 wire must be installed inside of the block and then into an electric box that is also to be recessed inside of the block wall. o. The block wall must be cut to allow space for the wire and electric box and then patched, primed, and painted once the wire is hooked up. p. The electric box that is being installed inside of the block wall is for the range outlet. A range outlet also needs to be installed. q. A range cord needs to be hooked up to the range. r. An anti-tip bracket must be installed to the floor prior to the range being set up. s. 10/3 wire for the water heater needs to be run from the electrical panel then through the attic and then drop down through the ceiling to the water heater. t. All wire from the ceiling to the water heater must be inside conduit. u. 10/3 wire must also run from the water heater to a 30-amp breaker pull disconnect box. The pull disconnect box is to be mounted on the wall next to the water heater. v. All water heaters must be set on pressure treated 2x4's and inside of a drain pan. w. The temperature pressure relief discharge pipe must be installed between 2 inches to 6 inches from the bottom of the drain pan. The discharge pipe CANNOT be installed less than 2 inches or more than 6 inches from the bottom of the drain pan. x. Any existing discharge pipe that runs from old water heater to outside of the apartment is to be cut and capped. y. A shutoff valve must be installed on the cold-water supply line before it enters the top of the water heater. The existing gas flu from the old water heater is to be cut and removed from the ceiling. aa.The void from the flu is to be repaired with drywall, tape, joint compound, and then sanded, textured, primed, and painted. bb.it shall be the contractor's responsibility to verify existing conditions for each individual work item. The contractor shall be satisfied that there are no discrepancies between the actual conditions and the final scope of work as issued. Before ordering materials/products, the contractor shall verify related conditions to ensure proper application. Notify HABC immediately of any hidden condition discovered which might affect the progress of work. cc.All workshall be performed during regular HABC hours, Monday through Friday, 7:00 AM - 5:30 PM. The contractor may be authorized to work evenings or weekends on a requested basis. dd.Contractors should always provide a clean work site, including designated storage areas, free from accumulation of waste materials. In any case, materials shall not block or create obstacles for any person on the property. ee. Contractor shall prepare and submit a schedule to the project manager identifying a work schedule for the week. ff. All current applicable OSHA rules and regulations must always be followed. Security of the work site will be the responsibility of the contractor. gg. Extreme care is always to be taken regarding the safety of the residents residing in the immediate and surrounding work areas. Extreme care must also be taken to prevent any damage to the apartments.
