The pipe has deteriorated and rusted throughout, causing failure and a safety issue for the traveling public. This is intended as an Agency Specific Contract (one-time purchase). Bids must be submitted in accordance with the terms and conditions, relevant exhibits and attachments, and any addenda issued. Vendors are responsible for reading and complying with all requirements and specifications, as well as obtaining and complying with all addenda and changes issued. Exceptions or changes to components of this solicitation must be submitted as questions in accordance with the instructions provided; any such changes, if made, will be communicated as an addendum. Otherwise, modified or additional terms submitted with the vendor's bid will not be considered. The vendor’s bid is a firm offer held open for the required validity period.
