The consulting firm must be experienced in solid waste engineering, planning, maintenance, and design and construction management, and knowledgeable with all applicable federal, state, and local regulatory rules and regulations. The firm will provide services as determined by Onslow County, with no guarantee of any quantity of hours, fees, or projects during the contract. Proposed projects and services include, but are not limited to: engineering and design services, planning and financial analysis, monitoring and airspace analysis, annual NPDES sampling and reporting, semi-annual groundwater and leachate sampling, quarterly methane gas monitoring, preparation of construction documents and bidding services for various landfill phases, partial cap and closure, permitting services for Title V air operating permit application, engineering and field services, landfill gas reporting associated with tier 2 LFG testing, design capacity report and annual NSPS, and engineering services for erosion and sedimentation control permit application. The County will specify the services in a written proposal, which the Engineer must acknowledge within 24 hours and complete within the specified timeframe. Submit one original hard copy and one electronic original copy (pdf format) on a thumb drive, both included in a sealed envelope marked "RFQ-101-26 Solid Waste Professional Services." Submittals must be received no later than the deadline. Packages may be hand-delivered or mailed, but it is the firm's responsibility to ensure delivery before the deadline. No faxes or emails will be accepted. The outside of the envelope must be marked appropriately. Late proposals will be rejected. The County may request additional information at any time, reserves the right to waive informalities, reject any or all proposals, and accept any proposal deemed in the County’s best interest. Qualification packages may be withdrawn by written request prior to the deadline. Firms are responsible for ensuring receipt of all addenda issued by the County before submitting qualifications.
