The City of Jacksonville is soliciting written qualification statements from experienced firms to provide on-call Transportation Impact Analysis (TIA) services and Traffic Control Signal Design services for proposed developments within the City of Jacksonville's planning jurisdiction. The purpose of the TIA is to assess and quantify the impact of the proposed development, zoning change, change of use, or special use approval on the transportation system. A TIA will (1) evaluate existing conditions and future impacts of a proposed development on the transportation system, (2) identify existing/impending problems with the transportation system, (3) delineate solutions and recommend mitigation strategies for the identified problems, and (4) assign responsibility for the necessary improvements to mitigate potential adverse effects on the transportation system.
