Contractors must pay not less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under the contract and comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILSC 130/1-12). Upon award, the successful bidder must enter into a Project Labor Agreement with the Southwestern Illinois Building & Construction Trades Council, as specified in the proposal. Minority business firms are encouraged to submit bids, and successful bidders are encouraged to utilize minority businesses as subcontractors for supplies, equipment, services, and construction. The right is reserved to waive technicalities and to reject any or all proposals.
