The Village of North Chevy Chase is issuing this invitation to submit a Bid for the performance of Landscape Maintenance Services within the municipality, which will include, but not be limited to, edging, mulching, trimming, mowing, and garden maintenance of certain public property located within the Village's limits, specified in the scope of work. The Village of North Chevy Chase is an incorporated municipality in Montgomery County serving 211 single-dwelling households within a .11 sq. mile area, adjacent to the Connecticut Avenue entrance to the Capital Beltway (I-495) (please see maps included separately). Services to be provided under this contract will be primarily performed over the course of eight (8) months, beginning in April and ending in November. The Village is seeking to award a contract for a term of three (3) years, with an option for up to two (2) additional one (1)-year extensions with the same terms and conditions. 1. Areas of Service: a. Northern border of Village along Kensington Parkway: (i) ensure area 35 feet from Village sign towards I-495 overpass as well as 8 feet from the street is clear of debris, including tree branches and overhanging limbs that could impede visibility of the sign; (ii) plant and maintain native ornamental plants around the sign, per guidance from the Village Manager. b. Northern border of Village along Kensington Parkway opposite street sign by sidewalk (east side of street): cut back any foliage that impedes full access to the sidewalk. c. 4 native plant gardens at diverters at intersection of Montgomery Ave/Kenilworth Drwy and Montgomery Ave/Stewart Dr: (i) keep gardens free of weeds using manual weeding - no pesticides; (ii) plant additional native plants upon request; (iii) mulch and add compost layer bi-annually d. 8900 block Clifford Ave - eastern edge from Village sign along Kenilworth Drwy up 8900 block of Clifford Ave: (i) clear area of weeds; (ii) plant and maintain native, ornamental plants, per guidance from the Village Manager. e. Green space at intersection of Connecticut Ave/Kensington Pkwy, including berm along sidewalk following the perimeter of that space: (i) mow/trim regularly; clear area of debris and sticks f. Green space at the southern corner of Connecticut Ave. and Montrose Drwy from M22 bus sign to fence to Montrose and Connecticut intersection: (i) mow and ensure sufficient visibility down Connecticut Ave for vehicles turning on Connecticut Ave. g. Green space at intersection of Connecticut Ave/3800 block Inverness Dr/3800 block Kenilworth Dr as well as either side of sidewalk along SHA fence line on 3800 block of Inverness: (i) mow (ii) manually weed if necessary h. 3 storm drains at 1) 3716 Kenilworth Dr, 2) 3719 Kenilworth Dr, 3) 8811 Stewart Dr: (i) remove leaves and material build up during every visit i. 4 bus stops on southbound side of Kensington Parkway: (i) remove any trash or leaf build up near bus benches upon every visit (please note that trash receptacles are emptied by a separate Village contractor). The Village reserves the right to reject any and all bids in whole or in part and to waive any and all formalities as may best serve the interests of the Village. Incomplete bids or bids not complying with the stated requirements set forth may be considered non-responsive and may be rejected. At the conclusion of the Village's evaluation of the bids, the Village Manager will recommend a Bidder to the Village Council for award of the Contract.
