Bid is Cancelled The work consists of providing all labor, supervision, materials, equipment, tools, testing, permits, and incidentals necessary to perform the overhaul, rehabilitation, and modernization of the fuel storage and dispensing system at USCG Station Sand Key. Services include a site investigation, system assessment, tank tightness testing, as-built verification, and development of phased construction plans, along with preparation of all required submittals and permits. Tasks include decommissioning, removing, or rehabilitating existing fuel tanks; furnishing and installing new double-wall steel or fiberglass tanks; providing corrosion protection, anchoring, spill buckets, and overfill protection; removing and replacing underground piping with new double-wall piping and secondary containment; and installing flex connectors, tracer wire, and performing required pressure testing. Additional work includes replacing fuel transfer pumps, installing explosion-proof motors, installing new dispensers with metering systems and automatic shutoff nozzles, calibrating equipment, upgrading control panels, installing emergency shutoff switches, upgrading conduit and wiring, installing grounding and bonding systems, and integrating leak detection monitoring. Environmental responsibilities include soil sampling, proper disposal of contaminated materials, certified tank cleaning, maintaining spill prevention measures, providing SPCC updates, and submitting tank closure documentation if applicable. Work also includes concrete and site restoration, such as pad demolition and replacement, installation of new equipment pads, pavement repairs, striping, and landscape restoration. The contractor shall conduct all required testing and commissioning, including hydrostatic and pressure testing, leak detection testing, electrical testing, dispenser calibration, and full functional testing, and shall provide written reports. Deliverables include shop drawings, submittals, as-built drawings, O\&M manuals, warranty documentation, and training. The contractor must maintain fueling capability or provide temporary fueling, coordinate shutdowns, restrict work to approved hours, follow safety requirements including confined space procedures and hot work permitting, maintain quality control, and provide all required warranties. Work is expected to begin no later than ten days after award, with estimated duration ranging from four to eight months depending on conditions. Location: 1375 Gulf Blvd, Clearwater, FL 33767. The Contractor shall provide all labor, supervision, materials, equipment, tools, testing, permits, and incidentals necessary to perform a complete overhaul, rehabilitation, and modernization of the fuel storage and dispensing system at USCG Station Sand Key. o The objective is to restore the fuel system to full operational status in compliance with: o Federal, State of Florida, and Pinellas County regulations o EPA Underground Storage Tank (UST) requirements o FDEP storage tank system regulations o NFPA 30 & NFPA 30A o UFC (Unified Facilities Criteria) o USCG Civil Engineering Unit standards 2. EXISTING SYSTEM DESCRIPTION The existing system generally consists of: o Diesel fuel storage tank(s) (UST or AST - verify field conditions) o Fuel transfer pump(s) o Dispensing station(s) o Fuel piping (underground and/or aboveground) o Leak detection system o Tank monitoring and alarm system o Spill containment and overfill prevention o Electrical controls and emergency shutoff The Contractor shall verify all existing conditions prior to mobilization. 3. SCOPE OF SERVICES 3.1 Pre-Construction Services o Conduct site investigation and system condition assessment o Perform tank tightness testing (if required) o Provide as-built verification o Develop phased construction plan to minimize operational disruption o Prepare and submit shop drawings and submittals o Obtain required permits and approvals 3.2 Fuel Tank Work Contractor shall: o Decommission and remove existing fuel storage tank(s), OR o Clean, inspect, and rehabilitate tank (if tank is to remain) If replacing: o Furnish and install new double-wall UL-listed steel or fiberglass tank o Provide corrosion protection system (if UST) o Install anchoring system (if required by water table conditions) o Install new spill bucket and overfill protection 3.3 Fuel Piping Replacement o Remove existing underground piping o Install new double-wall fiberglass or coated steel piping o Provide secondary containment o Install flex connectors at tank and dispenser o Pressure test piping per code o Provide tracer wire (if non-metallic piping) 3.4 Pump & Dispenser Replacement o Remove and replace fuel transfer pumps o Install explosion-proof motors (Class I, Division 1 rated) o Install new fuel dispensers with: o Metering system o Hose reels (if required) o Automatic shutoff nozzles o Calibrate meters to weights and measures standards 3.5 Electrical & Controls o Replace or upgrade control panels o Install new emergency shutoff switches o Install new fuel management system (if required) o Upgrade conduit and wiring to NEC compliance o Install grounding and bonding system o Integrate leak detection monitoring 3.6 Environmental & Compliance o Provide soil sampling if excavation required o Properly dispose of contaminated materials o Provide certified tank cleaning o Maintain spill prevention measures o Provide SPCC compliance updates o Submit closure documentation (if tank removal occurs) 3.7 Concrete & Site Restoration o Demolish and replace damaged concrete pads o Install new equipment pads o Restore pavement and striping o Restore landscaping as required 3.8 Testing & Commissioning Contractor shall perform: o Hydrostatic tank testing o Piping pressure testing o Leak detection system testing o Electrical system testing o Dispenser calibration o Full operational functional testing Provide written test reports. 4. DELIVERABLES Contractor shall provide: o Shop drawings o Product data submittals o As-built drawings (hard copy & digital) o O&M manuals o Warranty documentation (minimum 1-year workmanship, 10-year tank warranty typical) o Training for USCG personnel 5. PHASING & OPERATIONS o Maintain station fueling capability throughout project OR o Provide temporary fuel supply solution o Coordinate shutdowns with Commanding Officer o Restrict work to approved hours o Maintain site security per USCG requirements 6. SAFETY REQUIREMENTS Contractor shall: o Submit Site-Specific Safety Plan o Comply with OSHA 29 CFR 1910 & 1926 o Provide confined space procedures (if tank entry required) o Implement Hot Work Permits o Maintain fire watch during welding o Follow USCG base access requirements 7. QUALITY CONTROL o Contractor shall implement a Quality Control Plan o Provide qualified fuel system technicians o Use licensed storage tank contractor (State of Florida certified) o Maintain daily quality control reports 8. WARRANTY o Minimum 1-year labor warranty o Manufacturer tank warranty (10-30 years depending on system) o Pump and dispenser warranty per manufacturer 9. ESTIMATED PROJECT DURATION o Design & Submittals: 30-60 days o Procurement: 45-90 days
