The Confederated Tribes of the Umatilla Indian Reservation (CTUIR), Department of Natural Resources Fisheries Program, is requesting proposals for the construction of the Coonskin Creek Fish Passage Project, located on Cayuse Road (County Road 900) approximately 7.8 miles east of Mission, Oregon, Umatilla County. The project involves the removal of two fish passage barriers (a culvert under Cayuse Road and an abandoned 2 ft diameter water pipeline), and the re-alignment of the Coonskin Creek channel downstream of Cayuse Road. Construction will include earthwork, road excavation, channel grading, removal and capping of the pipeline, installation of a 3-sided box culvert, road fill, paving, replanting, water management/implementation of Best Management Practices (BMPs), and other specified project elements and features detailed in the project drawings and specifications. The contractor is responsible for developing a detailed construction schedule and sequencing plan, which must coordinate closely with CTUIR staff regarding road closure timing. All in-channel work must be completed during the CTUIR in-water work window (June 1 to September 30). The contractor and staff may be required to attend pre-construction cultural resources training and adhere to the inadvertent discovery plan for cultural materials. Sensitive areas requiring avoidance will be flagged and staked to ensure protection of resources. Staging areas must be entirely above the ordinary high water elevation; road closure must avoid wildfire season and Pendleton School District sessions, and the duration of road closure must be minimized.
