District-County-Route-Post Mile: 03-Pla-28-4.1-4.4 Prime Contractor must have either a Class A license or an applicable Class C license. Prime Contractor must be a certified Small Business under Section 2-1.05. Department establishes no DVBE Contract goal but encourages bidders to obtain DVBE participation. Bids must be on a unit price basis. Questions about alleged patent ambiguity of the plans, specifications, or estimate must be asked before bid opening. After bid opening, the Department does not consider these questions as bid protests
