**As of April 21, 2026, this project has been awarded.** The Charleston Top Ten Roads Resurfacing project includes HMA Surface Removal, Longitudinal Joint Sealant, Hot-Mix Asphalt (HMA) Resurfacing, Detector Loops TY I, and Paint Pavement Markings on ten sections of various city streets, totaling approximately 3.45 miles within the corporate limits. Bidders must be prequalified with IDOT for the appropriate work classifications. Plans, specifications, and proposal forms are available from the City Clerk upon request. Proposals must be submitted in a sealed envelope clearly marked with the project title and section number. Late proposals will not be accepted or opened. Proposals will be publicly opened and read aloud. Bids may be held for up to 45 days for award, and the contract will be awarded to the lowest responsive, responsible bidder as determined by the City. The City reserves the right to reject any or all proposals.
