The District will receive sealed bids for Site Improvements for Relo at Encinita ES. Bids must be submitted on the District’s Bid Forms and be accompanied by cash, a certified or cashier’s check, or a Bid Bond in favor of the District in an amount not less than ten percent (10%) of the submitted Total Bid Price. A mandatory Pre-Bid Conference/Job Walk will be held at Encinita Elementary School. Bids will not be accepted from any bidder who did not attend the entire Pre-Bid Conference/Job Walk. Each bid must include the security referred to in the Contract Documents, the Non-Collusion Declaration, the Iran Contracting Act Certificate, the Public Works Contractor Registration Certification, the list of proposed subcontractors, and all documentation required by the Instructions to Bidders. The successful bidder must comply with all laws and regulations regarding student safety, including fingerprinting requirements, and provide all required clearances and certifications before work begins. The successful bidder must also furnish a Performance Bond and a Payment Bond, each equal to 100% of the Contract Price, with surety meeting California requirements. All contractors and subcontractors must be registered with the Department of Industrial Relations to perform public work and maintain active registration for the duration of the project. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Each bidder must be licensed as an A-General Engineering Contractor or B-General Building Contractor and must maintain their license throughout the contract. The District reserves the right to reject any or all bids or to waive irregularities or informalities in the bidding process.
