The Scope of Work Being Considered is: 1. Replace Existing Tip-down Pole and Airport Beacon With New Foundation; 2. Replace Existing Wind Cone With New Foundation; 3. Pull New Conductor(S) From Power Source to Airport Beacon; and 4. Pull New Conductor(S) From Power Source to Wind Cone. Bidders must submit the required first-tier subcontractor disclosure form within two hours of the bid closing time. Bidders whose bids and/or disclosure statements are received after the specified times will be considered non-responsive, and their bids will not be considered. Bidders must be qualified in accordance with the applicable parts of ORS 279C in order to enter into a contract, and must demonstrate having completed similar contracts with a satisfactory record of performance and integrity. Qualification statements must be submitted with the Proposal. Proposals without qualification statements will not be accepted. This contract will be funded in part by a grant from the Federal Aviation Administration and is subject to federal requirements including Buy America Preferences, prevailing wage rates, government-wide debarment and suspension, requirements for a drug-free workplace, foreign trade restrictions, and the Federal Fair Labor Standards Act. All applicable federal provisions are in the specifications under FAA Required Provisions. Bidders must comply with provisions of Title VI of the Civil Rights Act of 1964, the Airport and Airway Improvement Act of 1982, the Age Discrimination Act of 1975, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, and other civil rights requirements. It is the policy to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of the contract. A non-mandatory pre-bid meeting will be held at the Florence Municipal Airport Office. Bidders are encouraged to attend. Bids must be submitted on prescribed forms, accompanied by a certified check, cashier's check, or bid bond executed in favor of the City in an amount equal to ten percent of the amount bid. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price. The City reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interest of the City. No bids will be considered unless the bidder is licensed by the Oregon Construction Contractors Board or the State Landscape Contractors Board. Est.
