All such requests must be in writing via email to cnunez@hacsb.com Contact Information Housing Authority of the County of San Bernardino (HACSB) Jesus Medina, Rehab Project Coordinator 909-332-6331, jmedina@hacsb.com Claudia Nunez, Procurement Officer (909) 332-6341, cnunez@hacsb.com 2.1 PROJECT SCOPE Contractor shall supply materials, labor and equipment necessary to repair stucco surfaces, repair or replace exterior wood trim, and paint all exterior surfaces of all buildings, structures, exterior doors, fences (masonry and metal), railings, metal work, structural metal, sheet metal, and other accessories throughout the complex. All exterior doors and frames must be painted. There are 10 rental units, and 1 laundry room, 2 metal carports, 1 trash enclosure with 2 metal gates on the site Contractor shall supply materials, labor and equipment necessary to paint all exterior surfaces of all buildings, structures, exterior doors, security doors, fences (masonry and metal), carports, metal work, structural metal, sheet metal, and other accessories throughout the complex. Security Screens on the rental units are powder coated and will NOT be painted. All perimeter CMU walls, and trash enclosures will be painted on all sides. Painting Contractor will remove and protect existing weather-stripping on entry door frames prior to prep and patching work. Painting Contractor shall paint interior AND exterior surfaces of exterior doors, frames, and trim. Contractor will re-install the weather-stripping after paint has cured at least 7 days. For detailed paint specifications, see ATTACHMENT #3 - VISTA PAINT SPECIFICATIONS 4.1 EXTERIOR WALL REPAIRS All surface repairs shall be the responsibility of the painting contractor. Exterior wall surfaces are stucco or CMU block. If the area is to be patched, the texture and repairs shall be "corner to corner". Painting Contractor will repair all defects, match existing texture, prime the repaired area with one coat of exterior latex primer & 2 coats of exterior paint. 4.2 EXTERIOR WOOD AND CEMENT BOARD TRIM REPAIRS Contractor shall inspect all exterior wood surfaces for defects and repair any splits, cracks or bowed wood. 4.3 METAL SURFACES All metalsurfacessurface preparations, to be cleaned,remove flaking paintscrape and sand smooth, per Vista Paint Re-paint Specifications. Painting Contractor will repair all defects, match existing texture, paint all metal. 4.4 REMOVE WEATHER-STRIPPING Contractor will remove existing weather-stripping on entry door frames prior to prep and patching work. 4.5 PAINT PREPARATION Remove all hooks, nails, wire clamps, old plaster or fillers, other items that are no longer in use and fill the holes properly before painting. Fill, patch, tape, and caulk cracks, joints, splits, or small voids with appropriate filler material per manufacturer's specifications. Allow sufficient cure time prior to applying coating. Mask off all adjoining areas that are not to receive coatings. 4.6 PRIMER Contractor shall prime 100% of all exterior surfaces using a primer suited to both the material being primed and the type of paint to be used. If the surface is to be stained, the contractor will touch up any bare wood with the new stain, to act as a primer, before coating the entire surface. 4.7 SAMPLE COLOR APPLICATION Contractor shall be prepared to provide labor and materials to apply up to five gallons of paint on substrate at no additional charge for application of paint samples. Colors to be approved in writing by HACSB Project manager. 4.8 PRE-PAINT INSPECTION Contractorshallschedule an inspection to approve the prep work and repair/replacement work prior to applying the finish coat(s). Any defective work identified shall be repaired at no additional cost. Finish coat shall not be applied until approved in writing by HACSB Project manager. 4.9 FINISH COATS Contractor will apply a minimum of 2 complete finish coats to achieve proper film thickness per manufacturer's specifications. This isthe recommended minimum. Additional coats may be required to provide complete coverage and sheen level. The contractor will ensure that the finish coat of paint is applied to an even finish, completely covering all areas to be painted, and that all drips, spills, splatters, or overspray are cleaned immediately from areas not intended to be painted. 4.10 WEATHER-STRIPPING Contractor will install new weather-stripping after the exterior door paint has cured at least 7 days. There shall be no air leakage from the jambs and head after installation. (If light is visible from the interior ofthe door, the installation isincorrect). Adjust and check the operation ofthe doorto ensure proper function of the hardware. See Section 8.1 MATERIALS SPECIFICATIONS
