Edgecombe-Martin County EMC is requesting pricing proposals from qualified firms to provide engineering design, material procurement, and construction management services for the upgrade of an existing medium voltage electrical substation in Edgecombe County, NC. The selected firm will be responsible for developing the technical design, procuring required materials, and managing contractor crews during construction to ensure the project is completed safely, on schedule, and in compliance with all applicable codes and standards. The project includes expanding an existing 115 kV / 13.2 kV substation footprint, installation of two new power transformers (minimum rating of 50/67/83 MVA), and may involve equipment replacement or expansion, protection and control upgrades, and associated civil and electrical work. The existing substation is expected to remain operational during portions of the upgrade. Responding firms should provide a detailed description of their proposed approach and associated costs for the following services: 1. Engineering & Design: Evaluate existing substation equipment and site conditions, develop conceptual and detailed design packages, prepare one-line diagrams, layouts, schematics, grounding plans, and material specifications, as well as protection, control, and SCADA design, ensuring compliance with relevant standards and providing engineering support during procurement and construction. 2. Material Procurement: Develop equipment and material lists, prepare technical specifications for vendor quotations, solicit and evaluate supplier quotes, coordinate with EMCEMC on vendor selection, schedule procurement to support construction sequencing, and handle logistics and delivery tracking. 3. Construction & Contractor Crew Management: Plan and sequence construction activities, oversee contractor crews, coordinate schedules, enforce safety requirements, manage quality control and progress reporting, and support commissioning, testing, and project closeout.
