Site work, paving and outdoor lighting for a mixed-use development in Homestead, Florida. Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The purpose of this Invitation to Bid (ITB) is to establish a contract, by means of sealed Bids, from qualified, experienced and licensed State of Florida contractors to furnish all labor, equipment, materials, tools, means, methods, and incidentals necessary to complete the work as required by the Contract Documents for this Construction Contract for the Krome & Flagler Avenue Water and Sewer Upgrade and Transit Accessibility Improvements project in Homestead, Florida 33030. The contractor shall coordinate, through the Owner/Engineer, the work of their contract with any work by others. This project consists of water and sewer construction upgrades on Krome Avenue and Flagler Avenue as well as Transit Accessibility Improvements and is made possible through federal and state agencies. Bidders shall comply with all applicable requirements. A portion of this project will be federally assisted through the U.S. Department of Transportation (DOT) Federal Transit Administration (FTA) grant, state assistance is provided by Florida Department of Environmental Protection (FDEP) Grant L0219 and FDEP Biscayne Bay Water Quality Improvement Grant C2502 in addition to the multiple City-funded sources. Bidder must comply with Presidential Executive Order 11246, as amended; by Executive Order 11375; Title VI and Title VII of the Civil Rights Act of 1964 as amended; the Davis-Bacon Act of 1968, as amended; the Copeland Anti-Kickback Act; the Contract Work Hours and Safety Standards Act and all other applicable federal, state and local ordinance. Note that Contractor must ensure that employees are not discriminated because of race, color, religion, sex or national origin. The guidelines under 2 CFR 200, Title 23, and 23 CFR shall apply to this contract in order to be eligible for reimbursement under the Public Assistance Program. The Contractor and all its agents shall comply with all federal, state and local regulations, including, but not limited to, nondiscrimination, wages, social security, workers' compensation, licenses, and registration requirements. All procurement and contracting for these services shall follow state and federal regulations including but not limited to 2 CFR Part 200; 2 CFR Part 175; 24 CFR Part 85. In compliance with 2 CFR 200.321 the City shall take all necessary affirmative steps to assure that small and minority businesses, women's business enterprise and labor surplus area firms are used when possible. The City of Homestead is an Equal Opportunity Employer and encourages participation from MBE/WBE/DBE businesses. Bidders must be prequalified with the Florida Department of Transportation (FDOT) in the applicable work classification(s) required for this Project at the time of bid submission. Evidence of current FDOT prequalification shall be submitted with the Bid. Failure to demonstrate current FDOT prequalification in the required classification(s) may result in the Bid being deemed non-responsive. All three (3) Projects below are being bid as one project. Krome Ave Water and Sewer Upgrade Project: The Project is located along Krome Avenue from Lucy St/S 8th Street/SW 328th Street to south of N 5th Street (portion of Section 13 and 18, Township 57 South, Range 38 and 39 East) City of Homestead, Miami-Dade County, Florida. The Project includes mobilization, demobilization, furnishing and installing all new pipes, fittings all joints, valves, fire hydrants, water services, meters, conflict manholes for installation system, of new water lines and sewer gravity system, as well as removal and disposal of the existing systems, concrete, asphalt and excavated material, cleaning, testing, and disinfecting the water main, CCTV of the new installed sanitary sewer system, all other appurtenant and miscellaneous items and work necessary for a complete, construction of the Project to be fully functional/operational. Flagler Ave Water and Sewer Upgrade Project: The Project is located along Flagler Avenue from Krome Avenue to Campbell Drive in a portion of Section 18, Township 57 South, Range 39 East, City of Homestead, Miami-Dade County, Florida. The Project includes mobilization, demobilization, furnishing and installing all new pipes, fittings all joints, valves, fire hydrants, water services, meters, conflict manholes for installation system, of new water lines and sewer gravity system, as well as removal and disposal of the existing systems, concrete, asphalt and excavated material, cleaning, testing, and disinfecting the water main, CCTV of the new installed sanitary sewer system, all other appurtenant and miscellaneous items and work necessary for a complete, construction of the Project to be fully functional/operational. Krome Ave Transit Accessibility and Roadway Improvements Project: The Project is located along Krome Avenue from north of South Dade Transitway to north of N 4 Street (Section 18, Township 57 South, Range 39 East), City of Homestead, Miami-Dade, County, Florida. Question Deadline 03/31/2026 at 5:00 PM ET Enhance the multimodal transportation within the project area. The Project includes mobilization, demobilization, furnishing and installing sidewalks and accessibility ramps, new trolley shelters, removal of the existing and reconstructing of drainage system, street lighting system, street furniture (waste bins, bike racks, etc.), paving, pavement marking, signal modification, landscaping and irrigation. ** pre bid info : At that conference all work will be discussed and all questions answered.
