Contracted consulting services are required for indefinite delivery/indefinite quantity (IDIQ) of Home Contamination Remediation Services at a minimum of 15 locations in Boone, Clay, Kanawha, and Putnam counties for the Regional Intergovernmental Council Metropolitan Planning Organization. The work includes traveling to sites within the four-county focus area, working with a Project Manager to inform homeowners of hazards, recommending actions for mitigating repair issues, remediating asbestos, radon, and toxic mold, using best industry practices and technology for remediation, safe removal and industry-standard disposal of hazardous materials, applying asbestos abatement best practices including containment barriers and HEPA filters, utilizing radon abatement best practices including soil depressurization and proper sealing, and employing toxic mold remediation best practices including moisture source repair, area isolation, HEPA filtration, and thorough drying. All processes must be documented and outlined, including SOPs and procedures. Interested contractors must submit a digital PDF copy of the following: a letter of interest with a primary contact, a statement of qualifications and capabilities, staff assignments and availability, past performance regarding timely completion and budget compliance, proposed subcontracting work, references for recent comparable services, a description of similar completed projects, and any additional directly related information. Contractors with EPA project experience will be prioritized. An active registration on SAM.gov and proof of relevant business and state licenses and industry certifications for asbestos abatement, radon abatement, and black mold remediation are expected at the time of interview. All submittals must be clearly marked in the subject line and submitted by the specified deadline.
