The Safe Streets for AlI (SS4A) program funds Action Plans to drive roadway fatalities to zero. This Safety Action Plan will focus on activities, strategies and projects that could reduce fatalities and accidents on all roads within the county, for all modes of transportation. This includes municipalities and public lands (both federal and state). Lincoln County is located along the western border of Wyoming with Utah and Idaho. It is south of Teton County, Wyoming and Grand Teton & Yellowstone National Parks. The Snake River and Palisades Reservoir are located at the north end of the county and the southern boundary (approximately 150 miles south) is with Uinta County, t Wyoming. Approximately 74% of the county is in federal ownership, predominantly the US Forest Service (FS) and the Bureau of Land Management (BLM). The northern portion of the county is a popular retirement area and tourist route to the national parks and FS. FS and BLM lands are popular outdoor recreation areas throughout the county. The southern portion of the county is heavily industrial and is the location of TerraPower's Natriun nuclear plant construction. There are two phases: Base Phase is Pre-NEPA-NEPA issues will be identified where known data supports the identification, to facilitate implementation of the Action Plan in the future. As there is no demonstration component, there will be no NEPA work. Planning Phase-The planning phase includes: Project Management Review of existing data and plans, focusing on projects with a safety component Meetings and Coordination - coordination with municipalities itie within the county who have been awarded SS4A funds is required, at this time the town of Alpine and the city of Kemmerer have been awarded funding as has the county for a separate planning grant with other county partners to do planning for the implementation of NextGen 911. The NextGen 911 may have applicability to all safety planning and particularly for that on public lands. Those municipalities that do nothave funding fora safety plan will be included in the county planning effort. Data needs identification and procurement of needed data Safety recommendations with supporting fact sheets, GIS database & mapping, draft & final reports Consultant must ensure all work complies with federal laws, guidelines and milestones. The final date for acceptance ofthe Final Plan is 6/15/2028. Lincoln County encourages all proposals to strive for an earlier completion date while scheduling sufficient time for data collection, meetings, neeings, devetoping development of recommendations and review of draft plan. The county reserves the right to reject all proposals which are over budget. Overall clarity and responsiveness of Proposal including conciseness -20 points Relevant experience of firm and team members -15 points Project Approach fits with the region and the challenges of this project - 35 points ProjectSchedule and realistic estimates of time assigned to tasks while remaining well within allowable timeframe-10 points Project Deliverables show that firm understands how to communicate - 10 points Project Cost breakdown by task shows the company understands how to meet project objectives within the allowed budget - 10 points Other Important Considerations: The recipient (Lincoln County, Wyoming), in accordance with the provisions ofTitle VI of the Civil Rights Act of 1964 (78 Stat Sat. 252,42U.S.C. 2000d to 200d-4) and the Regulations hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Lincoln County reserves the right to reject any or all proposals, to waive informalities, or to negotiate and to accept the proposal deemed to be in the best interest of the County. Submission of an RFP in no no way guarantees an award ofa contract. All applicable federal, state, and local laws, FHWA requirements including all terms and conditions of this SS4A award and all federal reporting and documentation requirements must be complied with and/or met. All work products and deliverables resulting from the award of a contract shall becomee the property pro of Lincoln County, Wyoming.
