Work of the Project generally includes the construction of a new residuals thickening basin and solids conveyance improvements at Stickney WTP to address the lack of process redundancy and provide process optimization. More specifically, the Work includes, but is NOT limited to, construction of 1. 110-foot diameter clarifier, including sludge collection and scum removal. 2. Splitter box to control flow distribution between new and existing clarifier, including above-grade static mixer and flow meter. 3. New sludge pump station. 4. Site improvements to support items above including yard piping, pipe supports, paving, grading, and stormwater infrastructure. 5. Site electrical improvements. a. Relocate control panel in sludge pump station to new sludge pump station. 6. Demolish existing sludge pump station, including buried piping beneath the station. 7. Startup and performance testing. DBE/MBE Participation 2.5% WBE Participation 3% Furnish all labor, materials, and perform all work for the Stickney Water Treatment Plant (WTP) Filter and SCADA Upgrades, Contract No. 10391316. Prospective bidders must obtain and review bid documents as available, attend a mandatory pre-bid conference, and submit bids according to the requirements, including using standard forms, providing bid bonds, and complying with all specified guidelines. The project is funded by the Alabama Department of Environmental Management State Revolving Fund (SRF) Loan Program, and requires compliance with all program conditions and submission of DBE documentation within the specified timeframe. The Board reserves the right to reject any or all proposals, waive technical errors, and/or abandon the process as needed. Sealed bid proposals will only be received from prequalified general contractor bidders and must meet all submission specifications as detailed, including packaging, labeling, and required documentation. Pre-qualification requirements: General contractors must submit prequalification proposals (Letters of Interest and Statements of Qualifications) demonstrating the firm's ability, knowledge, experience, and training of supervisory personnel and labor. Evidence and proof of having performed work of a similar nature are required. Qualifications of any subcontractors anticipated for use must also be included. All prequalification packages must be clearly marked and submitted as specified. The project is to construct various improvements and updates to the E.M. Stickney Water Treatment Plant (WTP). The Project includes but is not limited to the following: o Replacement of existing filter basin equipment, underdrains, media, piping, and valves for Filter Basins 1 through 10; o Replacement of existing piping, valves and actuators within the east and west pipe galleries; o Replacement of the east and west backwash pumps and appurtenances; o Renovation and conversion of the existing conference room within the Operations Building into a new IDF Room; o Renovation of instrument air building and replacement of equipment; o Construction of a new filter controls building; o Improvements to the existing SCADA control system for the entire Stickney WTP; o Other miscellaneous site improvements outlined in the contract documents. Contractors are required to attend A MANDATORY Pre-bid Conference. Two Pre-Bid Conference dates will be offered. The first was held on Monday, January 12 at 1:00pm CST and the second will be held on March 12 at 1:00pm CST. Contractors are required to attend only one of the dates offered. Both Pre-bid Conferences will be held at 4725 Moffett Road, Mobile, AL 36602 at 1:00 p.m. Local Time, to discuss bidding and project requirements. Prospective bidders and subcontractors should attend.
