The purpose of this RFQ is to formally solicit a Master Developer with the vision, experience, and long-term commitment necessary to partner with the City in delivering a transformative, high-quality redevelopment of the Imperial Historic District. The City has bold expectations for redevelopment of this site. The outcome should be authentic to Sugar Land, rooted in its history, and unlike anything else in the region. Based on submitted Statements of Qualifications (SOQs), the City will identify a short list of qualified Master Developers to participate in Phase II of the qualifications process. The City of Sugar Land, Texas (City), is located just 20 miles southwest of downtown Houston and offers direct, efficient access to two major international airports, George Bush Intercontinental and Hobby, via Interstate 69 (I-69), State Highway 6 (SH 6), U.S. 90A, and the Grand Parkway. The City is also immediately served by the Sugar Land Regional Airport, a key asset for corporate travel. Named for its long history in sugar cultivation and processing, Sugar Land originated as a classic company town, developed and controlled by the Imperial Sugar Company beginning in the mid-1800s. What began as a network of sugar plantations evolved into a fully integrated industrial community, with housing, infrastructure, and civic life centered around sugar production and refining. This industry shaped the City's early growth, land use patterns, and social identity. When the City incorporated in 1959, "Sugar Land" was chosen to honor the agricultural and industrial roots. Today, historic assets such as the Imperial Historic District, including the iconic Char House, remain as cultural landmarks evoking the City's company-town origins. Today, Sugar Land is home to more than 110,000 residents, and widely recognized for its exceptional quality of life, safety, diversity, affordability, and strong public services. The City ranks #3 on Livability.com's "Top 100 Best Places to Live in the U.S. in 2025" and #7 on the "Top 10 Best Cities to Move to in Texas." Located in Fort Bend County, one of the most ethnically diverse counties in Texas and the nation, Sugar Land is also among the state's most affluent municipalities, with a median household income of $137,511 (U.S. Census Bureau, 2024). A highly educated population, strong professional workforce, and a robust employment base further support the City's economic vitality. Master-planned neighborhoods, exceptional public amenities, and low crime rates make Sugar Land a leading destination for families and professionals seeking a high standard of living. Successful cities don't stand still, they evolve. To ensure Sugar Land continues to thrive, City leaders are focused on the next phase of growth: strategic redevelopment. With limited land, few remaining industrial sites, and a commitment to preserving the City's unique character, redevelopment has become the City's top priority with redevelopment of the Imperial Historic District being the #1 priority. After 20 years of failed attempts to redevelop the Imperial Historic District, the City moved forward with purchasing the site and surrounding acreage, approximately 40 acres, to spearhead redevelopment of the City's namesake. The Imperial Historic District represents the birthplace and namesake of Sugar Land, dating back to the mid-1800s to early 1900s when the first sugar mill and later the Imperial Sugar Company began operations on site. Throughout the early 20th century, the district evolved into a fully integrated company-town complex--featuring the Char House, engineering building, silos, warehouses, rail infrastructure, and worker housing that supported Texas's longest-running sugar refinery. The area was central to the region's agricultural economy, processing cane grown in the surrounding fields and later imported raw sugar shipped by rail. For decades, these facilities defined Sugar Land's physical and cultural identity, anchoring its transition from plantation lands to a modern industrial community. When Imperial Sugar ceased refinery operations in 2003, the site entered a new chapter, shifting from an active industrial plant to a historic redevelopment opportunity. The Char House is one of the most iconic, historic buildings on the site and was constructed in 1925 by the Imperial Sugar Company. The building operated as part of the sugar refining process until Imperial Sugar ceased refinery operations in May 2003 and vacated the building. On March 15, 2005, the Sugar Land City Council adopted Resolution 05-16, a policy statement that defined the objectives for the redevelopment of the Imperial Sugar Factory and the parameters of the City's participation in the overall development, which was to include the Texas Permanent School Fund Tract 3 property. Section 3 of the resolution states "that any redevelopment of the Property will preserve, protect, and enhance those certain natural, historical, cultural, and architectural features deemed significant such as the Char House and/or other significant elements identified." This policy statement resulted in the creation of the Redevelopment Agreement between the City and Cherokee Sugar Land, L.P., the purchaser of the Imperial Sugar Factory. The Agreement is an economic development incentive agreement through which the City invested public funds in the project in return for historic preservation and economic development benefits. Below is a timeline, which represents the agreements, the change in ownership and efforts to develop the overall Imperial area and redevelop the Imperial Historic District, as designated in 2017 by the State of Texas and the U.S. Department of Interior. The purpose of this RFQ is to formally solicit a Master Developer with the vision, experience, and longterm commitment necessary to partner with the City in delivering a transformative, high-quality redevelopment of the Imperial Historic District. The City has bold expectations for redevelopment of this site. The outcome should be authentic to Sugar Land, rooted in its history, and unlike anything else in the region. This schedule is subject to modification at the sole discretion of the City. Respondents will be notified of any change by an addendum to this RFQ. However, the City reserves the right, in its sole discretion, to determine that no Respondents meet the City's requirements or objectives and, in such event, may elect to discontinue the procurement process without further obligation Question Deadline 03/13/2026 at 5:00 PM CT Questions Answered and Addendum Posted March 18, 2026.
