***Amendment 01 02 March 2026*** Section 3: Project Scope, and Section 5: Submission Instructions have been updated and should be reviewed in their entirety. ***End of Amendment 01*** Mandatory work includes toe, side slope, and crest repair construction above -5 feet NAVD88 elevation along approximately 900 feet of the Mouth of the Columbia River (MCR) North Jetty trunk, primarily on the ocean side. Repairs and reconstruction will restore these sections to a design crest width of 30 feet, side slopes of 1V:2H, and a crest elevation of +24.5 feet NAVD88. The work requires production, land-based delivery, staging, and placement of approximately 11,100 cubic yards of jetty armor stone with an approximate minimum stone density of 185 pounds per cubic foot and expected individual stone sizes between 20 and 40 tons. A jetty crest haul road on top of the jetty must be constructed, and a staging area must be developed to store the large quantity of armor stone. Repairs will be completed using two primary methods: standard repair, which requires re-working adjacent relic stone to facilitate proper placement and interlock of new stone, and reconstruction, which requires recycling existing jetty armor and re-establishing proper orientation and interlock of these stones, supplemented with new armor stone where existing volume is consolidated. Work must be sequenced within the favorable work season, as marine weather and oceanographic conditions between November and April, and occasionally even during the favorable season, can be extremely dangerous and generally too hazardous for marine construction activities such as stone placement at exposed locations along the jetty trunk and head. Access and hauling will utilize N Head Rd, and Robert Gray Dr/SW 2nd Ave must not be used as a haul road because of poor roadway geometry and limited sight distance. Optional work includes repairs to an additional 2,750 feet of jetty trunk, also to a crest width of 30 feet, side slopes of 1V:2H, and a crest elevation of +24.5 feet NAVD88, with an estimated stone volume of 10,900 cubic yards and a minimum stone density of approximately 175 pounds per cubic foot, using individual stone sizes between 15 and 40 tons. All work must be performed in a high-energy coastal environment characterized by river-induced, tidal, and wave-induced currents, wave breaking that can create long-shore and cross-shore currents, and high coastal winds, which may at times halt heavy equipment operations. Low elevation jetty repairs can only be made during predictable low tides when low water allows adequate visibility during stone placement and inspection, and the contractor must anticipate and manage work suspensions during periods of poor weather or unsafe conditions. Location: Mouth of the Columbia River (MCR) North Jetty, located at the southwest corner of Washington State near Ilwaco, Washington. The Method of Contractor Selection has not been determined at this Time.
