Spalding County, Georgia invites qualified professional planning firms or multidisciplinary planning teams to submit a Statement of Qualifications to provide comprehensive professional services for the County’s Comprehensive Plan 5-Year Update. The work includes preparation of an updated Community Work Program and all necessary supporting activities to ensure compliance with the Georgia Department of Community Affairs Minimum Standards and Procedures for Local Comprehensive Planning, local adoption, and final approval by Georgia DCA. Services include project management, data review and analysis, public and stakeholder engagement, development of required and applicable plan elements, preparation of an implementable five-year Community Work Program, coordination with County staff, partner agencies, and the Regional Commission, facilitation of required public hearings, preparation of adoption-ready materials, and support through formal adoption and submittal to DCA. The selected respondent must produce a clear, defensible, and implementation-focused plan that reflects community input, responds to local conditions, and positions the County to guide growth and investment over the next five years. Selection will be qualifications-based, focusing primarily on demonstrated competence, professional qualifications, relevant experience with Georgia comprehensive planning and DCA compliance, understanding of the project, proposed approach, and experience and availability of key personnel.
