Site work and paving for a mixed-use development in Arlington Heights, Illinois. Completed plans call for site work for a sidewalk / parking lot; and for paving for a road / highway.

As of March 31, 2026, this project has not yet been awarded. The project is expected to be awarded on April 6, 2026. The 2026 RESURFACING PROGRAM & SIDEWALK PROGRAM project is to be constructed in 2026. This project shall include the resurfacing of approximately 5.1 miles of bituminous streets within the Village of Arlington Heights. This work will include but is not limited to, bituminous surface removal; curb and gutter removal and replacement; sidewalk removal and replacement; bituminous paving; bituminous pavement patching; driveway repair; structure reconstruction; structure adjustments and restoration. The locations for this work are shown in the Contract Documents. This work shall be to the requirements as indicated in the Contract Specifications. In addition, the CDBG-funded work must comply with the following federal laws and regulations: All work must meet CDBG/HUD requirements. For all designated work on the CDBG locations, bidders shall comply with Executive Order 11246 of September 24, 1965, entitled "Equal Employment Opportunity," as amended by Executive Order 11375 of October 13, 1967, and as supplemented in Department of Labor regulations (41 CFR chapter 60); the Copeland "Anti-Kickback" Act (18 U.S.C. 874) as supplemented in Department of Labor regulations (29 CFR part 3); the Davis-Bacon Act (40 U.S.C. 276a to 276a-7) as supplemented by Department of Labor regulations (29CFRpart 5); Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327 - 330) as supplemented by Department of Labor regulations (29 CFR part 5); with all applicable standards, orders, or requirements issued under section 306 of the Clean Air Act (42 U.S.C. 1857(h)), section 508 of the Clean Water Act (33 U.S.C. 1368), Executive Order 11738, and Environmental Protection Agency regulations (40 CFR part 15); and mandatory standards and policies relating to energy efficiency which are contained in the Illinois energy conservation plan issued in compliance with the Energy Policy and Conservation Act (Pub. L. 94-163, 89 Stat. 871).[53 FR 8068, 8087, Mar. 11, 1988, as amended at 60 FR 19639, 19642, Apr. 19, 1995]; Housing and Community Development Act of 1974, as amended and 24 CFT Part 570; 2 CFR Part 200; Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1701u), and regulations at 24 CFR Part 135; 24 CFR Part 87 New Restrictions on Lobbying; and 24 CFR 570.611 (b) Conflict of Interest For any work funded through CDBG, all applicable federal laws and regulations must be followed, including requirements from Executive Orders 11246 and 11375, the Copeland "Anti-Kickback" Act, the Davis-Bacon Act, the Contract Work Hours and Safety Standards Act, the Clean Air Act, the Clean Water Act, EPA regulations, and mandatory standards and policies related to energy efficiency. All proposals or bids must be accompanied by a bid security in the amount of 10% of the total bid, in the form of a certified check, bid bond, or cashier's check payable to the Village of Arlington Heights. The Affidavit of Availability, showing all uncompleted contracts and pending low bids, is required with the proposal. Bidders must comply with the Prevailing Wage Rate Act and, for CDBG-funded work, the Davis-Bacon Act wage rate. The project requires compliance with the IDOT Standard Specifications for Road and Bridge Construction and all relevant equal employment opportunity provisions. The Village reserves the right to reject any or all proposals, waive informalities, and accept the proposal most favorable to the Village's interests. Specifications/bid documents may be obtained by contacting Lisa Subrin, Purchasing Coordinator, by email at lsubrin@vah.com Bidders questions will be responded to at that time only. It is suggested, but not required, that any questions regarding the bid documents be submitted to Tommy Sakkos, P.E, prior to the Pre-Bid Conference in order to allow the Village sufficient time to adequately research and prepare a response for the conference. Work shall begin by Monday, April 27 , 2026. All work under this bid shall be completed by Friday, August 7, 2026, except as follow: All work on the CDBG street shall be complete by Friday, June 26, 2026. Also, all documentation is due by Friday, July 31 st , 2026. All documentation shall be forwarded to Darko Bojin, Planner: dbojin@vah.com The following Streets are in the vicinity of Patton Elementary School and work shall start after June 4 2026 and be Complete by August 1 st 2026. o Patton Ave- Palatine Frontage Rd to Maude Ave o Patton Ave- Maude Ave to Kennicott Ave o Maude Ave- Harvard Ave to Patton Ave o Maude Ave- Patton Ave to Kennioctt Ave o Harvard Ave- Maude Ave to Thomas St o Kaspar Ave- Lynnwood Ave to Palatine Frontage Rd Final sod restoration must be complete no later than Friday, October 2, 2026. Failure to complete the work on time or to comply with the scheduling restrictions described above will result in deductions for each day of overrun in contract time in accordance with Section 108 of the Standard Specifications.
