The project consists of a Base Bid and Alternate Bids. The Base Bid involves milling 3.5” depth for approximately 29,400 square yards; base repair for 1,700 square yards; installing approximately 3,740 tons of 2.5” depth 19 mm binder course (PG 64-22, 3.0 to 30.0 million ESAL’s SRL-M); installing 2,685 tons of 1-½” depth wearing course (9.5 mm, PG 64-22, 3.0 to 30.0 million ESAL’s SRL-M); tack coat, 4” double yellow line striping, wedge curb, driveway transitions, keyways, and traffic control measures. Alternate Bid 1 consists of milling 1.5” depth for approximately 2,350 square yards, including keyways and traffic control. Alternate Bid 2 includes installing approximately 220 tons of 1-1/2” depth wearing course (9.5 mm, PG 64-22, 3.0 to 30.0 million ESAL’s SRL-M), tack coat, 4” double yellow line, wedge curb, and traffic control measures. Contractors must inspect and review each roadway or project area prior to bidding. Itemized quantities and individual road listings are provided in the bid documents. North Strabane Township may accept or deny any or all bids based on budget limitations and financial capability. Contractors are subject to the PA Prevailing Wage Act and must adhere to the Public Works Employment Verification Act (Act 127 of 2012). Each proposal must include a certified check or Bidder's Bond for 10% of the proposal amount, in favor of North Strabane Township. North Strabane Township reserves the right to reject any or all bids or waive any informality in received bids, and to accept the bid that is in their best interest. No bid may be withdrawn within sixty days after opening. Pre-qualification requirement: Each bidder shall certify they are a prequalified contractor by PennDOT and must attach the certificate to the outside of their proposal envelope. All requests for interpretation must be received by the Engineer at least five (5) days before the date set for bid opening. Question Deadline 03/06/2026
