The project consists of sanitary sewer, water main, and storm sewer systems replacement and street reconstruction on Brindley Street, Parker Street, and Wisconsin Avenue. Bids will be received for a single prime contract on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least five percent (5%) of the amount bid, payable to the owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The online bidder is required to deliver the original certified check, bank money order, or bid bond within 72 hours of bid opening to Delta 3 Engineering, Inc. Bids may not be withdrawn within 90 days after the date of the bid opening. The owner reserves the right to increase or decrease the quantity of any item or portion of the work, or to omit portions of the work, as may be deemed necessary by the owner. The owner reserves the right to waive any informalities, or to reject any or all bids, or any part of a bid, and to award the contract to the bidder who in the judgment of the owner will best serve the interest of the owner. A pre-bid conference will not be conducted, and bidders will not need to be prequalified. The project is funded in part by various state and federal programs, with conformance to specific requirements, including American Iron & Steel and prevailing wage rates.
