Site work, new construction and renovation of a mixed-use development in Belmond, Iowa. Completed plans call for the construction of a water / sewer project; water / sewer project; and water / sewer project.
The work includes construction of a new Headworks Building, a Garage, conversion of digesters to aerobic digestion, removal of primary clarification, expansion of activated sludge, and other related improvements. Bidders are required to comply with Executive Order No. 11246 and Federal grant document requirements. Affirmative steps must be taken to involve Disadvantaged Business Enterprises (DBEs), complete applicable certifications listing DBEs, their work, estimated dollar amounts, and percentage of total bids. Bidders must adhere to prevailing wage rate requirements as outlined in the specifications. Resident bidders are allowed preference against nonresident bidders from states or countries with bidder preferences. Failure to submit a fully completed Bidder Status Form may result in rejection. Any bidder or equipment supplier listed in the U.S. General Services Administration Excluded Parties List is prohibited from bidding. Further requirements regarding bid submittal, qualifications, procedures, and contract award are detailed in the Instructions to Bidders included in the Bidding Documents. Question Deadline 03/24/2026: Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Questions received less than seven days prior to the date for opening of Bids may not be answered.
